Where Did All the Manifest Go?

EPA has introduced the e-Manifest Paper Sunset Proposed Rule.

This rule will eventually eliminate paper manifest.  It is still early in the process and currently EPA is asking for input from stakeholders.

What is e-manifest? You may want to think of e-manifest as an electronic way to order shipment of your waste much like ordering pizza through an online app.  ( You can order the pizza and track it all the way to your house). 

Brief summary of e-manifest:

  • The e-manifest rule already requires TSDFs to be users on EPA’ Central Data Exchange (CDX).

  • When paper manifests are no longer available all Generators and Transporters of Hazardous Waste who are required to use Hazardous Waste Manifest will be required to have authorized CDX users as well.

  • Each driver will have to be:

    • A registered user

    • Have appropriate authorizations

    • Ability to sign off on manifest when picking up load
